Timothy Luke, University Distinguished Professor and chair of the Department of Political Science, delivered an opening plenary paper, “Environmental Governance: The Social Construction of Sustainable Degradation,” for the Environmental Governance: Policy Discourse, Deliberative Practices and Public Participation Conference, which was held January 29–31 at the Lee Kuan Yew School of Public Policy, National University of Singapore.
